In view of the situation of advancing carbon peaking and carbon neutrality work, the practical problems in Shanghai such as policies and regulations, carbon assessment standards, carbon neutral technology, industrial development were pointed out. The suggestions were put forward based on domestic and foreign legislative experience in carbon peaking and carbon neutrality. In order to achieve the goals of carbon peak and carbon neutrality, Shanghai could accelerate the exploration of legislation in clarifying responsibilities, decomposition and implementation of goals, improvement of standard systems, and breakthroughs of the institution in key areas.
